US pack: 'Made in Vietnam, exclusively for Pup Ice. Manufactured for Ethical Products, Inc.' — India listing says China

The back of the US 2-pack (read from an Amazon product image) names Ethical Products as the 'manufactured for' party and Vietnam as the country of manufacture; an Indian retailer lists the Imaginelles-branded product as made in China. The actual factory/co-packer is not named anywhere. For Texas products-liability purposes, 'manufacturer' includes a formulator, producer or processor, and the 'manufactured for' line ties Ethical to the product. Indian retailers using the same US pack photos declare the origin as China (HUFT) or UK (Supertails), and Supertails lists Imaginelles' London registered office as manufacturer, importer and marketer. EU and UK feed law does not require an origin statement, and no UK or EU source gives one.
